據管道&天然氣雜志網5月16日報道，切尼爾能源公司（Cheniere Energy Inc.）宣布與韓國南方電力有限公司(KOSPO)簽訂了一項長期液化天然氣買賣協議（SPA）。

根據該SPA，KOSPO已同意從2027年至2046年以目的港船上交貨的方式從切尼爾能源購買約40萬噸/年的液化天然氣，從2024年開始每年交付少量液化天然氣。

切尼爾總裁兼首席執行官Jack Fusco表示，“我們很高興與韓國領先的發電公司KOSPO簽訂這項長期液化天然氣合同，以支持KOSPO不斷增長的天然氣發電能力。該SPA預計將支持薩賓帕斯（Sabine Pass）液化擴建項目（SPL），隨著該項目的發展，我們很高興能夠建立商業合作優勢”。

根據協議，2027年之前根據SPA交付的液化天然氣購買價格將基于市場價，之后購買價格將與亨利樞紐中心的價格掛鉤，外加運費及其他費用。

2028年至2046年與SPA相關的交易量取決于薩賓帕斯（Sabine Pass）液化擴建項目首條生產線的最終投資決定。

目前SPL擴建項目正在開發中，包括多達三條天然氣液化生產線，預計液化天然氣總產能約為2000萬噸/年。2023年2月，切尼爾能源的子公司根據美國《國家環境政策法》向聯邦能源監管委員會啟動了SPL擴建項目的備案前審查程序。

Cheniere Inks 19-Year LNG Supply Deal with Korea Southern Power

Cheniere Energy Inc. has announced that it has entered into a long-term LNG sale and purchase agreement with Korea Southern Power Co. Ltd (KOSPO).

Under the SPA, KOSPO has agreed to purchase approximately 0.4 million tonnes per annum (MTPA) of LNG from Cheniere Marketing on a delivered ex-ship basis from 2027 through 2046, with a smaller annual quantity to be delivered starting in 2024.

“We are pleased to enter into this long-term LNG contract with KOSPO, the leading power generation company in Korea, in support of KOSPO’s growing natural-gas fired power generation capacity,” Jack Fusco, Cheniere’s president and CEO, said. “This SPA is expected to support the SPL Expansion Project, and we are excited to build commercial momentum as the project’s development progresses.”

The purchase price for LNG to be delivered under the SPA prior to 2027 will be a market-based price, after which the purchase price will be indexed to the Henry Hub price, plus a fee.

The volumes associated with the SPA from 2028 through 2046 are subject to a positive final investment decision with respect to the first train of the Sabine Pass Liquefaction Expansion Project (SPL Expansion Project).

The SPL Expansion Project is being developed to include up to three natural gas liquefaction trains with an expected total production capacity of approximately 20 MTPA of LNG. In February 2023, certain subsidiaries of Cheniere Energy Partners LP initiated the pre-filing review process with respect to the SPL Expansion Project with the Federal Energy Regulatory Commission under the National Environmental Policy Act.
