據(jù)今日石油網(wǎng)2022年1月26日?qǐng)?bào)道，圭亞那政府內(nèi)閣周三向國(guó)會(huì)提交了2022年國(guó)家預(yù)算，披露了208億圭亞那元（圭元）將被指定用于具有里程碑意義的天然氣轉(zhuǎn)化能源項(xiàng)目。 

由于圭亞那的能源需求預(yù)計(jì)在未來(lái)5年內(nèi)將增長(zhǎng)，圭亞那政府計(jì)劃通過(guò)使用天然氣將電力成本降低50%。 這也將有助于逐步淘汰昂貴且碳密集的重燃料油。  

這個(gè)把天然氣轉(zhuǎn)化能源的項(xiàng)目將建設(shè)一座發(fā)電能力為300兆瓦(MW)的發(fā)電廠(chǎng)，以及一座天然氣液體(NGL)廠(chǎng)來(lái)滿(mǎn)足圭亞那的國(guó)內(nèi)電力需求。 

此外，圭亞那還將建設(shè)一條長(zhǎng)225公里的直徑12英寸的管道，以“保證最低限度”將5000萬(wàn)標(biāo)準(zhǔn)立方英尺/天的天然氣從圭亞那海上輸送到Wales開(kāi)發(fā)局。  

圭亞那政府負(fù)責(zé)財(cái)政的高級(jí)部長(zhǎng)Ashni Singh博士詳細(xì)介紹說(shuō)，到目前為止，正在進(jìn)行的海上和陸上地質(zhì)和地球物理工作正在推進(jìn)，部分工作已經(jīng)完成。此外，環(huán)境和社會(huì)影響評(píng)估預(yù)計(jì)將于今年第二季度初完成。 

Singh博士強(qiáng)調(diào)，通過(guò)透明的采購(gòu)流程，預(yù)計(jì)被選中的公司將能夠設(shè)計(jì)、采購(gòu)和建造發(fā)電廠(chǎng)和天然氣液體廠(chǎng)以及相關(guān)設(shè)施。預(yù)計(jì)今年第三季度開(kāi)始建設(shè)，2024年第四季度建成投產(chǎn)。

Guyana government to pump GY$20.8 billion into landmark gas-to-energy project

The Guyana government presented its 2022 National Budget on Wednesday in the National Assembly where it was disclosed that GY$20.8 billion dollars is being earmarked for the landmark gas-to-energy project.

With the country’s energy demand expected to grow within the next five years, the government has eyed the reduction of electricity costs by 50 percent through the use of natural gas. And it will also help to phase out the use of expensive and carbon-intensive heavy fuel oil.

The gas-to-energy project will see a power plant being constructed to generate 300 megawatts (MW) of power and a Natural Gas Liquids (NGL) plant to cover Guyana’s domestic demand.

A 225 km 12” pipeline will also be constructed to transport the “guaranteed minimum” of 50 million standard cubic feet per day (mmcfd) of natural gas from offshore Guyana to the Wales Development Authority.

Senior Minister with responsibility for Finance, Dr. Ashni Singh detailed that thus far, ongoing geotechnical and geophysical works for both offshore and onshore operations are advancing with portions already completed.

And further, an Environmental and Social Impact Assessment is expected to be completed early in the second quarter of 2022.

Dr. Singh highlighted that using a transparent procurement process, it is expected that the firm selected would be able to engineer, procure and construct the Power Plant and NGL Plant along with related facilities.

Construction is expected to start in the third quarter of 2022 and will be completed by the fourth quarter of 2024.
